What is Partial payment?

An XRP Ledger payment where the Amount field is a ceiling rather than what was delivered. Read meta.delivered_amount instead, or you will report transfers that never happened.

On the XRP Ledger a payment's Amount field is a ceiling, not a receipt. Read it as the amount delivered and you will report transfers that never happened — the number to read is meta.delivered_amount. It is the single most common way XRP volume gets overstated, including by tools that should know better.
